Special Problems in International Law:
Preferential Trade Agreements

Course Description
This course provides a platform for discussions relating to Preferential Trade Agreements. The seminar will provide participants with (1) an overview of the history and economic context of these international instruments; (2) familiarity with the various approaches of major trading economies (i.e. US, EU, Japan); (3) understanding on the effects of these approaches on the development of the Philippines and similar economies; (4) effects of these trends on the WTO disciplines and (5) working knowledge of the legal provisions and interpretations contained in at least the ASEAN agreements, Japan Philippines Economic Partnership Agreement, US Singapore Free Trade Agreement and the EU Partnership Agreements.
Course Requirements
Students registered for this course are expected to submit on or before 5:00 o’clock in the afternoon of every Tuesday a two to three page critical reflection essay of the readings required for the week. One third of the grade will be based on attendance and class participation; another third, on the quality of the critical reflection essays; and the final third on the performance of the student during the final examination. Students are encouraged but will not be required to write a publishable legal article during the course.
For each session, a student will be assigned to give a twenty-minute presentation of the ideas contained in the required readings. Two other students will be assigned to provide a twenty-minute critique of the required readings. All students will have the opportunity to both make a presentation and to provide a critique of a session’s topic. Handouts for the other students must be prepared and distributed at the opening of the session.
A blogsite will be constructed for supplemental discussions during the course.
